What's the difference between rekeying and changing locks?

Rekeying keeps your existing lock and changes the pins inside so a new key works. Changing locks means removing the hardware and installing new locks. Rekeying costs less, and replacing makes sense when a lock is damaged, worn out or you want an upgrade.

Can every lock be rekeyed?
